Testing Reports


Regional Testing Corp. (RTC) is a fully licensed and accredited construction special inspection agency and testing laboratory.

Below describes the technical reports utilized by RTC in helping developers, engineers, and architects fulfill their New York City Dept. of Buildings testing and inspection obligations.


The main technical report to be filed with the New York City Dept. of Buildings(DOB).

On this document every type of inspection that is necessary for the completion of your project is identified. The TR1 is also where an inspection agency, such as RTC, states that it is taking responsibility for the required inspections.

More than one TR1 can be filed for a single job. For example, one inspection agency may be selected by the owner to conduct the pre-design soil inspections and testing, while another inspection agency maybe hired to conduct the concrete testing, energy inspections, etc.

Concrete Pouring, Sampling and Compression Test Cylinders.

Prior to the issuance of a building permit, this technical report must be submitted to the DOB to identify the inspection agency that will perform the concrete testing and inspections. With each inspection, a subsequent TR2 is submitted to the DOB with test results attached.

The designer of any building must first determine if the soil under any project can actually support the proposed weight of the structure. The TR5 is the report that is used by the inspection agency that is doing the required tests and inspection in this important area.

Concrete is not one-size-fit-all in the world of modern construction. Each building will have its own concrete recipe designed especially for that building. The TR3 identifies the testing laboratory that will design this special recipe, commonly referred to as the “soup”.

New York City takes energy conservation seriously, with a large emphasis on the “building envelope” (the area of the structure that will be inhabited by people). The required inspections include insulation, thermal window and door quality, efficiency of energy consumption, and lighting. A new NYC Energy Code will be released in October of this year.

We're a full service construction inspection and testing laboratory, servicing all five boroughs of New York City. The New York construction process can be enormously complicated. Simply determining what the Department of Buildings requires before it issues a building permit or a Certificate of Occupancy can be a challenging affair.
